Not getting enough rating points back from cheaters???

Today I was in the middle of a tournament, and was suddenly pushed up because one of my opponents that I lost to was a cheater. Anyway, I got the notification that he was, but was only refunded 2 rating points instead of 6. This has also happened on many other occasions, but I have not really cared. However, this has now happened 5-6 times, and I would like to know why this is happening. Thanks!

Ok. That makes sense now. However, it seems that I always get less rating points back and not more :(. Thanks!
