where are the 24 000 players ; since there is only a few one in the lobby , and only players rated under 1700-1800 (sometimes)

Those players are online, as in they have lichess open, not necessarily playing. Some are in ongoing games, others playing in tournaments, browsing the forum, in studies, doing puzzles, et cetera, et cetera. I always see a fair variety in the lobby. I suppose it mostly depends on your filtering and the time of the day.
Well, there are 7.500 games going on right now so there are 14.000 playing. The rest (10.000) is checking the fridge.
I have a wide range filter ! (800-2900)
that do not explain why there is no player above 1700-1800 , rarely in any case

keep off the fridge !
How do players who are rated above 2900 find games in the lobby?

The reason you dont see their games is because of their filter.

You have your filter set to show all ratings 800-2900
But, a lot of higher ranked players will have their filter set to only show their games to a rating similar to theirs.

IE If someone is a 2000 rating they will often have their filter set to 1900-3000, if 2200 then 2000 or 2100 to 3000 and so on.

If you are looking to play higher rated players then play in the tournaments. They cant control who they are paired up against in tournies.

For example ^ that super blitz tourny is accessible to anyone and features players from a bit under 2400 all the way down to 1.1K

Oh, and the 'number of players' you are seeing also includes Anon Users, Casual Games, and Tournament Games. The 'lobby' is really about the worst place to find a game TBH.
