Where is the third sister?

I'm playing the olypics google doodle. If anyone has sucessfully found all three sisters and recovered the sunken red gate, please tell me where the third sister is. I literally searched the entire Tanooki City and I didn't find a turtle. (And yes, I did finish construction to the second part of Tanooki City)

Now here's another problem I'm facing: I beat all 7 champions, but for some reason when I try to leave on the ship I still can't leave ("there are still sports to win!") Why??????????

If I recall my Dario Argento correctly, the Third Sister was hanging out in Rome.

It is too tough to beat the archery champion. Is there any way to defeat him?
