What happens when you offer a draw but you run out of time? Do you lose?

Yes, your opponent has to accept the draw in time. Otherwise the game will end as normal (i.e. you will lose the game under most end conditions).

And what will happen if your opponent offers draw and you run out of time?

Same thing. You will lose. (PS: please add comments as comments, not answers!)
