Does going on a win/lose streak increase rating deviation?

My question is simple: does winning or losing a bunch of games in a row or going on huge W/L ratio (like 20/3) increase you rating deviation?

Also, if you have a rating deviation of 113 for example (slightly above 110 which is the border for provisional rating, does going on a streak keep it above that border?

Now, if rating deviation goes up on a winning streak, can you come from under 110 deviation above 110?
