If I block someone, will I still be paired with him in tournaments?

I'm sure we all have played against that opponent that sends irritating, repeated draw requests when he is badly losing. Standard procedure for me is to block that person, but will this prevent me from having to deal with that player in tournament games? (I played the person with this irksome strategy in an antichess tournament, so it seems likely I will be in another tournament with him again). And if, as I suspect, a tournament pairs us again despite my block, is there a way to block/limit draw requests? Many thanks!

Yes you will still be paired with him in tournaments, but if I remember correctly you can't spam draws requests in tournaments.
