I was over 1500 in bullet. For the past 15 games/ 2 days i have been under 1500, and I cannot play in it. Why is that?

Well you already answered your own question. You were over 1500 in bullet, so you wont be able to play under 1500 for a week
So the reference rating to enter an U1500 (1700, 2000) tournament is from one week ago?
Yes, it is to prevent sandbaggers to join low rated tournaments and win them easily. If you always had 1500+ and you fell under 1500, the rating is not stable enough. So the system assumes you will get the recently lost points back very fast. If you dont get them back a week after losing them, the system trusts your rating again and you will be able to join under 1500
