Do you even use "theoritically you can get 9 queens on board" rule or do you limit your promotion to highest value piece you've lost? If first, how? Got yourself extra queens?
In a friendly game, you could use a turned rook to make a queen, most non cheap chess set have a second queen tho. In a tournament game / rated games, if you are in top sections you will most likely have an extra queen, in lower sections, just pause the clock and call an arbiter they will bring you an extra queen.
Stop the clock, go and get your extra Q(s).

7 queens is enough to checkmate. 9 queens won't happen
That is incorrect. I managed to get 9 queens without checkmate or stalemate starting from this position: lichess.org/analysis/standard/4k3/8/8/8/8/8/PPPPPPPP/3QK3_w_-_-
I haven't tried it with the starting position though.
