And who is considered a "Hyper Grandmaster"? Haven't seen one - neither someone with an Elo of 3000...

Don't be silly. Walter Browne has long been known to be a hyper GM!
There is a huge difference between the rating necessary to reach the title of
grandmaster and the ratings of the best grandmasters. Therefore maybe
it should be introduced some new title - hyper grandmaster or super grandmaster.
