I often refuse to play when i greet a person, and that person doesn't greet me back

FIDE: "Any player who does not shake hands with the opponent (or greets the opponent in a normal social manner in accordance with the conventional rules of their society) before the game starts in a FIDE tournament or during a FIDE match (and does not do it after being asked to do so by the arbiter) or deliberately insults his/her opponent or the officials of the event, will immediately and finally lose the relevant game."

When i begin a new game i press "Hello" button, i consider it a courtesy, nothing more nothing less. Most of the time i receive a greeting in return, but more and more i encounter people who don't do that.

Handshake is a part of the rules of chess. If you are offered it, you must respond or forfeit the game. Unfortunately lichess doesn't implement automatic forfeit for such a thing, but every so often i simply sit there and wait to see if an individual will greet me or not. Eventually most of them just abort the game.
Maybe some people have switched chat off?
FIDE rules don't necessarily apply to online chess; for a multitude of reasons. Also considering what #2 and #3 say, I think you're kind-of in the wrong. Sure, you can abort when you want to, but I think you're overreacting.
What about this Kramnik Topalov situation. I've never seen them shake hands in my life (I'm sure they have shaken hands, but I wasn't into chess back then / wasn't born yet). Are they an exception?
You are contradicting yourself. You say that you see it as a mere "courtesy"but you won't start a game if the person doesn't reply and suggest that these people have to answer your "hello" or "forfeit the game".
Also, let's require that players play with microphones on, so we know if their phones go off and can penalize them appropriately :)
