I think you should consider an evaluation of the board when there are 15-10 seconds left on the clock and at least call it a draw if the player who used all his time is way up in material....
I posted the link to one of my games as an example; i lost this match with my opponent having 5 seconds left. I know it sounds like I'm frustrated about the loss but it's not in the spirit of chess to make quick moves just to save time so your opponent loses based solely on that.
I have more examples, and I am sure it happened to others too...
