Why @caissa-ai farm rating?
@caissa-ai is an experiment to generate a varied opening book using games played against a vast range of different opponents. It's not a competitive bot and this is not farming. You may try @caissa-x as an alternative.
Was not rated 3220
Yes, as I have also explained to you via privmsg, we change the rating range @caissa-ai plays roughly every month and then update the opening book using jja, and pgn from database.lichess.org. This brings more variance to the opening book. We share the books with community too, check the previous blogpost, and chesswob.org/jja/books for them. Feel free to experiment with them and share your results.
The tl;dr is we aren't farming, check the history, you'll find many games where @caissa-ai plays against stronger opposition and it will continue to do so in the future.

I need a bin file for windows 10
I downloaded the file for Windows, I clicked on it, Windows told me it's not known so it "protected" me. I told it to run it anyway. Nothing happened. Ran it from Far Manager, too, still nothing. What was it supposed to do?
