I'm pretty sure it's actually 7 days below the rating and not 20 games.
There are people who are legitimately close to 2000 or 1500 or whatever at their rating and can jump above/below the threshold. Especially in bullet, it's not that uncommon to gain or drop 100 points in a day if you play long enough. It's an edge case and I think that the way it is set up is annoying enough that people who are stronger will eventually pass the rating limit and just stop playing these tournaments. Back when I was playing in U1500 tournaments, I did occasionally run into somebody who was obviously much stronger and would win two or three tournaments in a row then lose 20 games to <1000 players. Most of them ended up getting banned AFAIK.
