Opening 1.h3

Playing h3 is not a bad move.
This move is used to let the opponent play first those who may be interested
If I'm going to play a move to waste a move I would prefer to play a3 at least it has potential to transpose into the black version of many openings a move ahead
1.h3 h6 and white didn't even achieve what he was trying to achieve.
By playing 1.h3 you are literally swapping colors and putting yourself in a defensive role, wich leads black to occupy the center easily. Nor interesting, nor practical, at least for me...
1 h3 may or may not be a useful or a weakening move in the reversed versions of Black openings. In how many of those Black openings do you actually see ...h6 being played? Not the majority, probably.

If you truly want to switch sides, you need to take two single pawn steps where Black usually uses one double step:
1 e3 e5 2 e4 - Reversed King's Pawn opening (1 e4 e5)
1 e3 d5 2 d3 c5 3 d4 - Reversed Queen's Gambit declined (1 d4 d5 2 c4 e6)
1 e3 d5 2 d3 e5 3 d4 - Reversed French (1 e4 e6 2 d4 d5)
1 e3 d5 2 d3 Nf6 3 d4 - Reversed Queen's Pawn Opening (1 d4 d5 2 Nf3 e6)
etc.
Hametevici-Rapport in this year's Reykjavik Open had a similar concept.
1 h3 should be followed by 2 g4.
IM Michael Basman even played 1 d4 h6 and 1 Nf3 h6 in tournament games, with idea 2...g5.
I think that it is generally hard to call an opening bad or unworthy of trying it out if you're playing below a certain level.

I don't think you could expect to see a 1. h3 game in the World Chess Championship.

Nevertheless if you're not playing with long time controls and if you've prepared some 1. h3 line you'll probably be successful with it - in some cases below a certain level of strength.
