Who is better and who wins finally?

The reason black is better is QQ is redundant. Also major pieces get devalued in the presence of opponents minor pieces.

Legal? How did the white queen wind up at f1? Is it the queen from d1, while the one on d1 is promoted on a8? Then the king must have marched to a2 and back?

Another white problem is that Rh1 has no open files. If it were at a1 instead, things would be better for white.
Rook is at h1 for balance reasons. Usually on a crowded board pocket queens is not worth 18, maybe 15.5 - 16 as advocated in my previous message.
Nice demonstration of legality, but you must lose a tempo with the rook as white is to move and in your sequence it is black to move.

I accept the queen redundancy, but the passive Rh1 also counts towards White's disadvantage. If we remove Rh1, 1 black knight and 2 black pawns, then I think white can win despite the redundant queens. The plan is then to create a passed pawn and support it with the queens.
Yes but those are crippled queens without space. In an open position redundant queens on e.g. e4 and d4 can dominate the board.

The same goes for the lame Rh1 in the above example. It is nominally more worth than a minor piece, but it lacks the space to exert its potential power.
The rook static value of 5 is devalued due to presence of opposing minor pieces.
I recently read the following: more than one Queen depreciates the values probably. So 2 Queens are less worth than 2 times 1 Queen. The board becomes to small for polygamy.
