I honestly hate these kinds of players, how do I beat them?

Your game is less about opponent moving the queen in and more about you not doing anything about it. In most games, As soon as the queen comes out prematurely, you are supposed to position a piece such that it attacks the queen. This develops your piece and makes him lose a tempo because his next move will also be a queen move. In that regard, nf3 was begging to be played after qh4. Also what sort of move is Rd1?!?Did you just forget that your bishop is hanging or did you think you have some sort of compensation there ? Rd1 makes 0 sense.
Also, in a closed game or a game where there are still 16 pawns with the potential to be open or closed, a queen can come out and try to make you overextend, or weaken your structure by provoking you to making poor choices with your pawns. I have seen master level games in tutorials where the queen can get away with a few moves here and there. As long as you don't fall for its bait, the player will be forced to develop his other pieces and stop using the queen. If they don't, then you will either trap the queen or gain a pawn, or space or some other advantage.
Bit harsh to hate them over a particular strategy. Try to develop your pieces with tempo against the queen to hasten your development & hinder their own.

That said, you neglected the basics just as much. You started doing weird things instead of developing and capturing the center along the lines of 3. Nf3, 4. e4/e3 5. Be2/d3). A move like 3. Be3 is bad regardless of his queen moving out.
