How to stop people from stalling?

1) Your 1st question says of making the tournament end when only all players have won , so the answer is , that these type of tournaments are called "Swiss" so if you want to have such , then Play Swiss tournaments.

2) You can't say of counting the games at last when the time is about to finish and the player doesn't moves for a min. Maybe they would be thinking , or stalling but you can't force them to move and in tournament , time is limited so you can't change anything with that.....

Edit: Also you'll see my profile , you'll notice 2 ongoing games which are unlimited , the player hasn't moved since last 3 weeks! But I can't do anything with that as it's time control is unlimited....
1) makes quite sense. The only problem is the time schedule, following tournaments will then have started already, but as it is arena I do not see big issues with that.
I have seen this in a tournament with prices where a player would have been first if his opponent would have resigned a lost position. But he did not and instead he let his time run down. So the other player got second and lost 250 dollars.
I agree, count all games that have started in an Arena tm. The server stops pairing a few minutes before the end time anyway, so it wouldn't delay the end of the tournament much.

And it would make these unsporting late resignations pointless.

You could compare with basketball, if the ball is in the air when the time is out it still counts if it goes through the hoop.
The winner of the tournament didn't play the last couple minutes of the tournament.

If there's one group of people who can't start a game before the tournament ends, and another group who can continue playing after it ends, I predict that's not a system that's going to make everyone happy.

If you're lucky enough to be paired before the pairing deadline you get to finish the game anyway, so why shouldn't it count?

Being able to follow the few remaining games would probably add some excitement to the tm too. Just like in a team match OTB where the last game decides the match.

It certainly won't make everyone happy, though. But I doubt there is any scenario in the whole universe that would make everyone happy. If you want to be unsporting and this stops you - then don't play Arenas. Problem solved.

Btw, how do you know the winner didn't play the last two minutes? Maybe the winner was the one whose opponent resigned when he lost a piece with 2 seconds left, while the second player had mate in one but his opponent had enough time to delay it until a second after the tournament time went out.

Before commenting I looked at the results. I'm not convinced the person was stalling. If they were, I have no idea why anyone thinks they benefited from it.

You seem totally unconcerned with happens during the tournament. Why is stalling while the tournament is ongoing okay with you? In your ideal world people can't even start a match during a tournament if their opponent stalled until the time limit was reached.
