yes yes, white plays his normal moves but if black then plays Be6 and Qd7 then white plays d3-d4. example:

Blacks only setup is classical with Be7 and 0-0.
7...f6 is rather optimistic. 7...Be7 is more solid. Example:
a third example when black plays Bg4, which prevents d4 for the moment but still white will crush black in a few moves:

@tpr we were talking about black trying to 0-0-0. Edit: further, in your example white can play immediately 11 f3 after which he has a strong initiative.

I just agree with "Blacks only setup is classical with Be7 and 0-0." #22. The whole plan with ...o-o-o i.e. playing the Yugoslav Attack against the Sicilian Dragon Defence one tempo down appears not feasible.
