Discussing with opponent in OTB match is cheating?

I was wondering if it was an official rule if you could propose takebacks in rated OTB matches.
My friend once did that in an OTB rated game. He asked the opponent if he could takeback, and since the opponent agreed he took back the move without the arbiter's permission. In the rules it states that if an illegal move is made if the opponent doesn’t report it doesn’t count. So I guess in this scenario he moved the piece back but the opponent did not report so it is legal?
Does anyone here know if this is allowed or faced similar scenarios?
Thats one weird story.... In otb games you are not allowed to discuss with opponent. You can
- propose draw
- resign

Taking back is definately no in chess. But also as either one called the arbiter it is not punishable action. Although with latest set of rules if arbiter sees f.ex. illegal move he must react.

So it is not allowed . Illegal moves goind unnoticed happens on every big blitz tournament for sure

@petri999 Maybe arbiters saw my friend but decided to turn a blind eye. (They made a big commotion but were not stopped.)
That was a competition that was Asian countries competing. However my friend played a fellow Singapore player.
So anyway no matter what result all player's points in the country are totalled so I don’t think anyone really cared.

This is impossible: as you play your move, you must record the move on your score sheet. If a takeback was granted between the players and without the arbiter seeing it, then the move must be crossed out and the arbiter will notice if he inspects the score sheet. Both players should receive a loss for their transgression.

Players cannot correction tape their score sheets.
The arbiter should have checked the score sheets, noticed the irregularity and sentenced acoordingly.
He did not, so it went by unpunished, but it is not allowed.
Crossing moves in score sheet does not lead to anything. People do make errors filling in score sheet and then fix it by crossing the wrong move. No big deal. Could have implications if one makes a claim for repetiotio etc. and it needs to be verified.

Only thing checked from scrore sheet it that it is signed by both players and has result - and result is same on both sheets
@tpr It was rapid therefore only the score slip had to be submitted.( There was no carbon paper )
