Touch move rule

When played OTB, there is a touch move rule.
When played online, you can touch a piece and then play another one: no touch move rule.
I wonder if it is possible to implement this rule. I guess it will really change the way we play bullet and blitz games...
What do you think about this suggestion?
This would cost me quite a few points, but it should probably be offered as a user's preference (=setting), so as not to be forced upon everyone who's already used to the existing situation and dislikes the idea.

But then how do you see it working? Suppose White has set "touch-move" to ON, and Black hasn't. Would such players not be matched and never get to play each other?
That could be an option that is activated when both players have it set on.
Or a new variant: "pure-chess" :) (or any other name).
There are hundred of more important differences to otb (pre-moving, no arbiter, only legal moves are accepted, multiple games, all sorts of acquiring information during a game, takebacks, auto-pressing the clock, auto-claiming draw) and then you want to change the very least of all evils? In fact nothing significant at all?
I don't "want" to change this. But I think it can be interesting to have a variant that is closer to OTB chess. In your list, take-backs can be disallowed in the preferences, idem for claiming a draw. No pre-moving can be fun too, but OTB you can begin your move before your partner hit the clock.
Any way, if you don't like a variant, you don't have to play it.
Um... that's the thing about computer chess... you can click on stuff to analyze and draw arrows... and it's just generally easier to calculate variations and stuff.
