I've recently had the following conversation with user Pat_et_tique:

Of course Cheater. You are 1800 in blitz and 1100 in bullet.
The conversation was blocked.
I didn't cheat in chess, ever, and consider it an offense. There are two questions I wanted to ask for some time already:
- Who/what/how makes decisions regarding cheating? So next time I could just point an over-emotional user to a place where she could report an issue instead of sending me private messages.
- Is the general user conduct regulated at Lichess in any way? I'd really like to prevent this kind of interactions.
It is true, my bullet rating is varying wildly between 1150-sh and 1350-sh. It usually improves while playing in tournaments as a loss to a much stronger player doesn't affect my rating, and each win has a very strong impact. It certainly bends the numbers in some way, but I don't think I have violated any rules.
