Am I allowed to claim victory because he claimed the match - having played 1 more white than me? @AtomicWorldChamp

From the rules: chronatog.com/2021/07/the-2021-atomic-world-championship-rules/

During the tournament, either player can stop the match if someone reaches 5.5 points in the first ten games as long as the player stopping the match has not played more White games than their opponent. If you are up 6.5 to 0.5 and you stop the match, having played four whites, and refuse to play one additional game to even out the colors, you will be forfeited and your opponent will advance to the next round.

Yes. You can claim the win. I'll give @pashpash 20 minutes from this post to offer one more game otherwise he forfeits.
I didn't exactly refuse to play, he typed "Good game!" so I assumed the match was over and logged off right away. I don't understand why I cannot just resign the next game, give rating points, and move on if I don't want to play another.
Rules are rules though, that's fine with me. Just in my opinion, unrated worked in previous championships and it would be my preference to have them unrated in future ones as well.
