are tournament points in unrated games added to the achieved tournament points in the profile?

I just saw a player:
11.817 tournament points
10.340 games
of which about 2000 were rated
saying he/she is 11 years old
it looks strange

I find 10000 games played more strange, whats the rating?

bullet 1555
blitz 1516
rapid 1249
classic 1255
