It's a Wing Gambit, but just with a3 built into it

@lovlas do you ever play it against serious competition, or just in blitz/bullet/online?

I have played it in classical games OTB. It might not be the most critical move in the universe, but it's pretty interesting. If black doesn't know what he is doing he might get into trouble quickly. That being said I wouldn't play it in a very important game.

The gambit is known since years, and is usually named after Mengarini, but if you will play against the fairly good player Roel van Duijn he will tell you that he is the creator of the a3 gambit and a strong supporter of it. YMMV :)

I've been looking for a nice and tactical gambit to play against the Sicilian for quite a while. I tried the Smith Morra but that didn't go too well. I'm not sure if I'll try this in my next tournament, but it looks like a fun opening to work on!
