I thought "sandbagging" was a more general term; viz www.thefreedictionary.com/sandbagging:
"To downplay or misrepresent one's ability in order to deceive someone, especially in gambling"
But www.urbandictionary.com/define.php?term=sand%20bagging hews more closely to your definition:
"To deliberately perform at a lower level than you are capable of"
You said, "Someone playing only unrated games is a choice, not cheating," and I agreed in #2 that it's not cheating... but in this case the player in question admitted to me that their intention in playing only casual games was to conceal their strength, which seemed less than honest to me.

I was given a warning for rating manipulation on account of the nature of the terminations of quick games, should I play non-clocked games to avoid accidental violation?
I may have more cuz rk, I swear I amn't a cheater. I even play casual a lot and end up winning but while helping someone get better. I also don't usually play people a hundred points above in rk, usually near my level or under, but under has a higher chance of losing a lot and it gains less points. I also win against my brother casual a lot.
I reported someone I suspected of cheating (in total 4000 games I have only reported 3-4 players I was confident of.
This player was a very new account, they had lost their first two games against lower rated players and then gone on an unbeaten 16 game streak with near perfect play. Oddly there was exactly 1 blunder in each game but perfect otherwise.
I never received a response or notification and noticed shortly after that the account has been closed.
If the report I submitted was ignored or considered incorrect by lichess would it be possible to point that out to me.
If no action is taken for 2 days then no rating refund will ever need to be issued.
If a warning is issued to a player and they close the account immediately should it not be considered an accurate report.
Receiving no response, no rating refund and the account being closed gives me the impression I wasted lichess time reporting it and my own reporting.
Lastly at my level I don’t play much bullet circa 1600 I find it difficult to get this up to my other 1800-2000 ratings.
