Rage quitters

It happens in quite a few games that an opponent of mine "disconnects" aka rage quits when in a very losing position. This is pretty annoying. In the chat there's typically a message saying that temporary bans will be handed out to frequent rage quitters, but clearly this is not effective enough.

I have two requests:

1. Sometimes they start a new game without having resigned the last game. Super disrespectful. Why is this allowed?

2. I always look at disconnection percentages on their profile when they leave in a losing position. Most of these people are habitual rage quitters with a high percentage of disconnects. Can there at least be some kind of filter that auto-blocks people with say >3% disconnects?
Some examples:

The other day this game simplified to an equal position and then he didn't want to play anymore, so he offered a draw. lichess.org/7b3js9EYA1vk I wanted to play on so I declined, and he let the clock run for 10 minutes while starting a new game. His lamp was green the entire time so I was not able to claim victory. 7% disconnects.

This guy left the game in a completely lost position. lichess.org/wdBLOgKYB5Nk 24% disconnects!
It also happens to me
Block them, so the lobby will never pair you with them again (but still can meet them in tournaments)
People with higher ratings do this stuff less

People who use computer assistance are paired up with other players who use computer assistance, I wish the same thing happened to abandoners

I play with a trackpad so I like playing with increment. Otherwise I'd probably play rapid.
BasedBishop: The 2nd guy you had a game with (Yusuf6334) has a "completion rate" of 62%. I'm not sure how lichess allows someone to continue on this site with a 38% quit-rate, but something needs to happen... yow.
5+ time control is honey for cheats and losers, so, be prepared to things like that.
Wouldn't one solution just be more information before the game starts. I find it frustrating just trying to find people at a level I'm interested in playing at, and I just use the app. I see a name in the correspondence chess lobby, then I have to use a browser to try and find out if they've just started playing and have a provisional ~1500 rating; if they disconnect/cheat etc and by the time I've done that they've found a game/given up and I have to start again. I could start the game and then click on their handle but then I'd have to abort if I didn't like what I saw and that gives me a bad rep.

Another solution is a filter. Don't show me people with <n% completion rate, or who've played <x games here, or where their rating is based on enough games to be accurate, etc. We have the data - let's use it!
My game completion percent is at 97% ;~;. I never rage quit, but a few times my power has gone out or my router messes up ;~;

Greater than 10% of disconnections for people who have played like 100 games or more is pretty bad, though. 38% is insane, I can't believe they're still allowed on the site.
Don't understand why leaving games is so tolerated. If someone leaves a game regularly they should be warned, and then banned if they don't learn. Maybe more influential players at higher ratings are not suffering from it so much, but at my rating level it happens way to often, even though I usually block such players.
