Violating terms of service

In a Team tournament, lichess expelled two players ... one of them had all his matches re-assigned as losses but kept him on the record; while the other player was removed entirely and there is now no record of his games in the tournament. Firstly, how does lichess determine who violated the terms of service? and why the two different outcomes? by the way, I have gone into the games of the first player - he made inaccuracies in his moves so how does lichess decide he was cheating...
Do cheaters have to do 0/0/0 and 0 ACPL? No. There can also be other reasons for violating the ToS!
Lichess doesn't discuss the violation of tos marks with anyone but the player marked. If they want they can contact lichess via lichess.org/appeal.
