How did this game start with 34 seconds in ultrabullet

In this game in the start the time was 34 seconds for both how is this possible
and also my time started with 24 secs

i would guess it was because the Lichess server just restarted

When did it restart? nothing happened to my game like it did not show lichess is restarting page in between the game

no not at all and in the chat you could even see I give +15 seconds if I pressed that blue button
