Provisional is not binary, as opposed to "yes" or "no".
It's more like: the more games you play the "less" provisional you are if that makes sense. (there are some other factors to that too, like how consistently you beat players e.g. 200 below your rating however for the details you should just read the paper on glicko ;))

Two players with the exact same "established rating" that is 100's of similar games with the same Glicko values can expect to win/lose approx. 10 points, with draws no change.
The OP is provisionally rated, it may take a Einstein to calculate his next win or loss. But, thankfully there is software to save us humans the trouble!
