If you resign after one move, the system considers it rating manipulation, which is essentially cheating. Continue doing that and you'll get banned forever.
The one thing worse than players who abandon games are people who whine about players abandoning games.

The rating system is useful to give everybody an opponent on an appropriate level; not too hard or too easy. If a users resigns a bunch of games without really playing it makes them underrated and they will be matched against people they shouldn't be playing. This is why we have to time out users who resign games without really playing.
As far as why we allow users to continue to play with low completion rates. The issue is sticky, users can disconnect for legitimate reasons. Perma-banning people with bad completion rates would be very harsh on users with bad connections. Instead we have warnings and escalating play-bans.

About the bad connections, yes, i have been affected by this inconvenience, and lost by timeout or because i made a move and suddenly everything freezes, perhaps due to the recurrence of users especially in tournaments, and when the game is resumed by the page not only lost by timeout, but also my move appears as returned (takeback effect)
