Timeout due to aborting provisional rated players.

I do not want to play players that have a provision rating. I aborted one game against someone with a provisional rating and it paired me up with another one I aborted and I got a time out. My idea is that there should be an option to disable pairing against provisional players. Or find a way in which players that get banned for cheating are never able to create a new account. I do realize that there is a small portion of legit provisional rated players but most of them are more then likely bots and I do not want be punished for only wanting to play a fair game. What is the point of waiting the time playing them then reporting them then they get banned and just create a new account and do it all over again. My proposal is to request personal identity information during account setup in which that every person can ONLY have 1 account. Maybe that can be something like your Name, Address, SSN, etc. Or do IP banning with TOR blocking and blocking well known VPN IPs.
Where did you get the ''fact'' that most provisional players are bots?
Also, your proposal of requesting personal information when creating an account is simply insane. What happened to anonymity online? Should lichess become like Facebook with collecting data? For what purpose?
I've never aborted against provisional players, but I do agree with the option to avoid getting paired with them. The last couple times I've streamed and in a classical game a few days ago, I lost to provisional players who were later marked as cheating. Not sure how lichess could do this without making the pool too restricted to new players though. Maybe have the option to players rated 2000 and above or something?
Tournaments already require players to have played 20 rated games. If we start applying restrictions in the lobby, the new player experience will further degrade.
