I reported a user for cheating in lichess.org/tXtdVYKidbmf this game, and I got a notification that they were banned, but I didn't get my points back, and I lost like 50 points since I'm still provisional in classical :(
I've heard several users claim that the more points one gains or loses after the game against the cheater, the less of a refund the user receives, in order to prevent artificial rating inflation/deflation. Considering you played a rated classical game since this one where you gained 51 points, this would be my best guess as to why.
So that's it, I just lose 50 points because someone cheated against me and there's nothing I can do?

Personally, my opinion is that the rating refund program would be better if abolished, unless it can be done the same way USCF/FIDE do it (recalculate all the ratings from the beginning).

Hmm, that seems odd to me, that provisionally-rated players who get cheated against are just shit out of luck for getting their points back, but rating systems are pretty complex so what do I know.
Nah, you're right that incohesive rules (such as "do X unless Y" when X and Y seem unrelated) should arouse suspicion.
