I experienced it yesterday: Saw the text bar "Lichess needs to restart in ... minutes" - saw my opponent think a long time - refreshed the page - saw that meanwhile it was my turn to move - resumed playing normally - won.
I can't see why refreshing the website should be too much of a demand on us users.

1) because they do not know this is required.

If this is a common thing (you have to refresh after a server restart no matter what, even if it looks normal) then there should be a message along with it.
