Leaving games without resigning... maybe don't let new games start until resigning

If someone leaves a game without resigning, why are they able to start a new game without resigning the first game?

Love this idea, and I'm assuming it's with anonymous players. It might be important to distinguish those who deliberately leave vs those who lose connections though.
I am amazed by the amount of rage quitters. Why the hell are these people wasting their and others people energy?
Why? Some possibilities:
- They are sore losers and want a kind of revenge.
- They believe, only a cheater can have beaten them, and feel entitled, to punish the cheater.
- They believe, there is an auto resign, when they close the tab or start a new game.
- They don't know, that there is a resign button.
- They don't know, that the resign button must be pressed twice.
#5, as chess is considered an intellectual activity, those who lose or are in a losing position might associate that with a lesser intellect. Nothing hurts more to a less mature mind than having their intellect bested, especially when one believes oneself to be bright, and the mind will do what it can to protect itself from such pain. This leads to emotional responses and inconsiderate decision making. This phenomena is not limited to chess though.

Overall, I feel that anonymous players should still not be able to back out of a game without resigning or drawing (if using the same browser), just to eliminate one avenue for passive aggressive behaviour.
