Is it against the forum etiquette to call another user a racist?

Is it against the forum etiquette to call another user a racist, especially when they haven't said anything that could remotely let one suppose they indeed are a racist?

I tend to think so, because insults are against the forum etiquette, and being called a racist is worse than a common insult in my opinion. On the other hand the word "racist" is not in itself obscene, and maybe it's the obscenity and not the intention that is prohibited by the ToS.

So I figured I'd ask for clarification.

Accusations are not necessarily insults if the accusations turn out to be true.
