Round Robin Tournament with 16 players

I would like to organize a tournament with 16 players where every players plays another player one time. What is the best possibility to organize this on Lichess? Do we have to do it manually or is there a good alternative?

If it's only single round robin with 16 players, then I am wondering, if it is possible to simply run an Swiss Tournament with 15 rounds?

No it is not: the swiss pairing program will hang somewhere before the last round.
