I meet all the requirements to play and I can't seem to join.
Lichess ran out of website server computers to host tournaments because so many people are playing because of corona quarantines. They are getting more computers but they don't have them yet.
Your rating is provisional since you haven't played in a long time. If you probably play 10 or so games at your desired time control you should be able to enter tournaments again.
