Draw offer declined !

Today I played a game in which I had to think about the chess legend Carl Schlechter.
Years ago, in the IM Hans Bouwmeester booklets I read that Schlechter didn't mind playing draws at all. But ... if the opponent would refuse the draw offer ... he would get furious and then played with all force for a win. Opponents would be swept off the board. At least ... so goes the story.

Thoughts :

Game :
Knowledge of rook endings + bladder capacity = win.
At the Candidates' Caruana made a weak move and offered a draw. Kramnik felt compelled to decline and play on and... lost. Kramnik said if Caruana had played the stronger move he would have accepted the draw...
On the other hand, if he had seen the stronger move than maybe he would not have offered the draw in the first place.
