why is f3 recommended in this position?whats the idea

13 f3 is strong to prepare e4. As white only has a black squared bishop, he should put his pawns on white squares. The pawn is strong on e4 as it blocks blacks open e-file.
The FEN is incorrect, and the computer never suggests f3 in the game. I'm wondering what tpr in referencing.
