Generally when they play perfectly according to the analysis. From a player rated below 2300 you should expect quite some inaccurate moves, so if you analyse about 3 games and they all have a centipawn loss below 15 you're pretty sure they use computer assistance.

Cheating detecting strategies only work when the cheater is "stupid". Adopting more "clever" cheating stategies would make the cheating nearly impossible to even guess
