How to defend against fried liver attack? ...Nf6, knight moves over

Play the Anti Fried Liver Defence 1. e4 e5 2. Nf3 Nc6 3. Bc4 h6 4. d4 exd4 5. Nxd4 Nxd4 6. Qxd4 d6. White has no attack.
Maybe on the 1700 lichess-level White has no attack...

3...h6? is just a very bad move. It's OK to play h6 but only AFTER 3...Nf6 4.d3 happened.
3. h6 is behind in development.

someone posted a hard punish of h6 recently:
I know that you 2000+ lichess rated experts do not like 3...h6. But I see this often played up to 1700 rapid and black is OK. It's just much easier to learn and play for beginners than 2 knights defence.

3...h6 is just a bad move: loses a tempo in the early opening and weakens the king's side.
Black is only OK if white does not profit from this mistake.
3...Be7, 3...Nf6, 3...Be7, 3...d6 are all better: they do something useful for development and these do not weaken
