Has this kind of a bug seen before?

Yes and it will be fixed in 10-20 minutes, the activity one should be your actual rating

Oh it doesn't matter what computer it is this is a lichess problem not my computer's problem.

I think Lichess is innocent here.
The user profile you show is not even two days old, that's why Lichess write its rating "curve" with two connected dots and nothing more. Come back tomorrow and, if this user played new games, there will be a third dot in the curve.

I am not talking about that look at his rating in his activity and in his states for the given screenshot.
My bad, I didn't saw that.

I never had this kind of issue. I always saw up to date ratings.
Maybe it's due to the fact that Lichess is not on one but multiple servers. If activity is stored in a server and ratings in another one, then you have to wait for both servers to synchronize in order to have the same value everywhere.

(I don't know if that IS the explanation, only that it COULD BE.)
