Giri moved 1.e4 whilst Carlsen adjusted his not-pawns. I think Carlsen should've been required to move a (specific) knight. Thoughts?
This is highly unreasonable. Players are permitted to adjust their pieces, and absolutely everyone does it before move one.
Do you mean Carlsen was doing it while Giri was playing his move? Not allowed, he should have done it before the game or on his own turn.
Practically such things around move 0/1 are never complained about. It is de facto „before“ the start.
There is no requirement to announce "j'adoube" before a game begins. The announcement is made to begin the games. Giri makes his 1st move, Carlsen finishes adjusting his pieces.
