Only if you need 2cams then you can use a mobile or else it is not allowed top 10 boards are supposed to put 2 cams
In state's and national's, it would be better to use Computer/Laptop/Desktop. Tab can be used, but its better to use the 3 devices mentioned before as they are stable and won't change the position of the camera. Only Tornelo and Zoom should be open and it would be harder to share screen, and show you have nothing else open (I assume)in Tab/Tablet. Mobile wouldn't be of much help either.
You'd also need good internet connection/Wi-Fi? (I'm not too sure of the words), if you are using hot spot from phone, the phone should be placed 'outside' of the playing room/hall.
