How exactly does one manage to "earn" a fake rating?
Since you asked, you get a high rating when you start (keep remaking IDs until you succeed) and then you just play unrated games after that.
No one does that (or a very marginal proportion of users who only play casual).
Rating is an estimation of your strength, that's all, an estimation.
Players here are still human and thus they will make mistakes, play very stupid (or genius) games once in a while, nothing out of ordinary.
