Why do people sometimes offer draw when they are absolutely lost???

I don't understand the reason for this bad sportsmanship. at the move in which he offers draw and leaves the game, you could clearly see my edge over him.
People usually offer draws in losing, or slightly losing positions. Why would someone who is winning want to offer a draw?
@Adhi_chess. People have the moral and legal right to offer a draw anytime they want to. Just like flagging it's not "bad sportsmanship" its just using a mechanic in the game/site. When you decline they can't ask again though.
They offer draw because they hope their opponent is very kind so he would agree. Sometimes people often draw in normal position because they need to go.
