Can you explain to me, precisely.

First of all.
I would like to thank the moderation for reading my report and responding.

Unfortunately, the mod's response didn't meet my needs.
I would like to know one thing and I ask it as a casual observer of the platform:

"Why are actions related to punishments against other users not reported at least to those who forward them?"
(as happens for example on other platforms).

Please excuse my insistence, but if after an insult I still see that "player" keep on playing every single day, ...then it means that the platform hasn't t taken any action against him and I think (again as a casual observer) that it's an injustice.

You can explain to me precisely.

They should do this. Btw, this would be better in lichess feedback.
Is it possible that they were muted? That's what happens if you insult someone, not a ban.
We don't do "punishment", and I'm barely sorry that you couldn't see your vengeance desire fulfilled.

Players who insult are muted, it doesn't prevent them from playing. That way, they don't make a new account.
I think (but may be there are some language missunderstanding) that JackStone73 is speaking about "actions against" (whatever they are) instead of a real punishment (140 lashes ? :-D)
If they would make a new account to avoid a cheat mark why wouldn't they make a new account to avoid a mute?

Do you mean that the Lichess system should send a notification about the status of an ongoing complaint? (To the user who sent the report and/or to the accused user) Please explain it more clearly to avoid misunderstandings.
I think the punishment for insults should be severe. Because some children and my son are affected by this situation and behave in negative ways. I think the accounts of insulting people should be closed completely and should not be opened.
