what is a positional repertoire for white with 1.e4?

Ruy, Open Sicilian (you can always choose a positional line, if you don't like that, you can try Rossolimo or Alapin/Delayed Alapin),
Advance Caro, possibly Advance French.

Be simple.
There is no need to memorize multiple lines and exceptions in every 1. e4 opening.
Have your choice against 1. e4 e5, and against others (except d5), apply King's Indian Attack. KIA is very positional and solid, and it is one of the best ways to meet French. As well, KIA against Caro-Kann can be venomous: after
1. e4 c6 2. d3 d5 3. Nf3 dxe4 4. dxe4 Qxd1 5. Kxd1
a queenless middlegame is on the board, which can be misinterpreted as good for black. In fact, white scores better in this line than black (see statistics in Opening Explorer!).
My personal preference against 1. e4 e5 is Bishop opening 2. Bc4, because it eliminates boring Russian, and there are some tricky lines with Qf3 or Qg4, and some positional lines with transposition into quasi-Italian positions. Yet I have to say that Ponziani is also very good choice for positional players: Ponziani is less boring than Berlin endgame in Ruy Lopez.

Boy, where to start.

e5- Scotch gambit. Roman Dzinzihasvilli has a dvd on some specific variations in a dvd. Is my main idea.

e6.- look for any anti french openings.

c5.- Roman Dzinzihasvilli has another dvd called slaying the dragon, if you get dragon, but you can go for the yugoslav attack too.

You can also play the smith morra gambit.

For example, against Sicilian I haven’t fallen victim to the „cheap trick“ d4, cxd4, Nxd4; instead „positional“ Bb5(+) Systems resp. KIA.
