The main reason why Qxf5 fails in this instance, is because Black can then reply with Re3, eventually killing White's advantage of having a rook over a bishop (for instance, Qxf7+ Kh7 Qf5+ Kh8 Rd8+ Qxd8 Kxh2 Rxc3 and now both sides are dead equal in material). Qxe8, however, inevitably allows the capture of both rooks, meaning that White has a 7-point advantage (assuming the standard metric that a bishop is 3 points and a rook is 5).
