What is the button for?

Please tell me, when can i use "Takeback move" button?

Because everytime i tried to use it, the opponent refuse to accept my takeback.
So, ...the question is clear.

What is the button for?
This button is to request your opponent to let you change your last move. Whether you will get the chance or not depends completely on your opponent.

That is exactly why I turned it off. Moves shouldn't be taken back., unless for an obvious mouse-slip. Even then, it's not your opponent's fault so they can decline. You can do the same here if you like: lichess.org/account/preferences/game-behavior.
